Organizational Governance Manuals Consultancy

1.      Background

Bloggers of Zambia is an independent and not-for-profit organisation. Our thematic areas of work are Internet Governance, Media Rights, Media Information Literacy and online creative content management. Since 2016, we have been implementing activities to influence internet law and policy formulation. Some of the activities we do include making submissions to parliament, trainings, advocacy campaigns, hackathons, education and awareness and Currently, Bloggers of Zambia is implementing a project called ‘Expanding the Space for Freedom of Expression and Digital Rights’. This project is an advocacy campaign strategy for engagement in promoting internet freedoms to expand on democracy in Zambia.

2.      Program Objective

To expand protections and citizen awareness around digital rights, freedom of expression and access to information in Zambia.

3.       The Assignment

As part of the project, ‘Expanding The Space’, Bloggers of Zambia is looking for an external consultant to develop, review and strengthen organizational governance manuals. Specifically, the consultant will;

– Review and strengthen the finance and administration manual

– Review and strengthen the human resources manual

– Develop and validate the resource mobilization strategy Train and update Bloggers of Zambia staff, board members and volunteers in the manuals

4.      Outcomes/ results

 The expected outcomes of Bloggers of Zambia are:

– Bloggers of Zambia will strengthen its organizational governance manuals and policies.

– Bloggers of Zambia will enhance the organizational capacity

– Bloggers of Zambia board and staff members and volunteers will have enhanced knowledge and abilities for competency and understanding of organizational procedures and for sustainability purposes.

5.      Methodology

The consultant will be working in close cooperation and dialogue with the Bloggers of Zambia project/ programmes team to review and strengthen the draft finance and administration manual and human resources manual. The consultant will draft and provide the resource mobilization strategy for validation. The consultant will work from Bloggers of Zambia Hub on D12 Lonrho Lane Showgrounds Lusaka to collect and review the draft manuals. The consultant will be at liberty to work remotely. After developing, reviewing and finalizing the manuals, the consultant will train and update Bloggers of Zambia board, staff members and volunteers on the documents. Bloggers of Zambia will provide conferencing for the training and updating programme. The consultant is encouraged to use participatory methods and make use of simulations and practical examples during the training and updating programme.

6.      Compensation

Interested individuals and organisations are encouraged to submit technical and financial proposals in line with the assignment outlined in these terms of reference. The compensation for the assignment will be regulated by the agreement to which this term of reference will be attached.

7.       Qualifications/ Competencies/ Experience/ Relevance

Bloggers of Zambia is seeking the services of an external consultant to develop, review and strengthen the specified organizational governance manuals. The firm/ individual must possess the following;

– Proven work experience in organisational capacity development

– Relevant experience in human resource management

– Excellent and practical analytical skills – Excellent organizational and communication skills, ability to prioritize assignments and work with minimum supervision

– Understanding of participatory approaches to management and operations

– Knowledge of internet governance landscape in Zambia and regionally is an added advantage

8.      Duration

The consultancy shall be for a duration of 30 days, including training and updating staff and board members.
